Yes lyrics do have to make sense, the entire point of having lyrics is to communicate some idea, emotion, story, etc. If the lyrics are completely incomprehensible, either because they're poorly written or the singer can't enunciate properly, then you might as well remove the lyrics and replace it with la la la, because it's going to have the same effect.
Also, no one has said that lyrics need to make sense for something to be called music. Technically speaking, music does not actually require any from of lyrics, that make sense or otherwise. The only thing that has been said is that lyrics should at least have a musical or visual accompaniment that has at least some relevance to the lyrics themselves.
