It should still be quite a similar process for Vista as it is for 7. First go to the control panel, then select "Clock, Language and Region." Once inside there, go to "Regional and Language Options" and a small window should pop up with an Administration tab to click on. If you look under Administration, there should be a "Change System Locale" button under "language for non-unicode programs."
Once there, change it to Japanese and you should be set. Make sure you restart the computer before extracting it with the Japanese unicode applied, and you should be dead set. I'll be checking back to make sure it works for ya~
